Batmanuel from the short live action Tick and the mayor in Dark Knight? Nestor does resemble Montalban, I’ll give him that, but I don’t think he can pull off a surprise act like Chris Pine did in the first film.
In my opinion, Noonien Sigh is the arch enemy of Kirk just as The Joker is to Batman. You have the natural born leader against the artificially-created leader.
But it seems more likely the Klingon Empire will make their reappearance first due to the deleted scene on the prison planet shown here:
The decision to make them like orcs as opposed to barbarians is a step in the right direction as far as reimagining goes.
